 State law requires that counties contribute to various State assistance programs that serve county residents therefore the Commissioner's Office has included a Human Services Department to perform those functions. House Bill 2 took effect on July 1, 2008 changing the existing relationship between the county and state. HB2 ended the county’s participation in Old Age Assistance, Aid to the Permanently and Totally Disabled, Board and Care of Children and the Provider Payments portion of the Elderly and Adult Services. In return the County assumed 100% of the responsibility for Intermediate Nursing Care and Home and Community Based Care.
  The Human Services Department also administers a grant program that provides “Incentive Funds” for juvenile prevention programs. These programs are designed to serve as an alternative to involvement in the juvenile justice system. The funds are provided to the county through the states’ general fund and proposals are solicited annually. A panel of eight reviews the applications and determines funding awards.  The following programs received grant awards for the 2008/2009 cycle:
